The recruitment of the Armed Forces of the Russian Federation with a healthy contingent is still a serious problem, which is due to the deterioration of the mental and somatic state of health of adolescents. Such socially significant diseases as drug addiction, substance abuse and associated HIV infection, viral hepatitis, etc., are widespread among people of military age.
The number of citizens exempted from military service in connection with the detection of alcoholism, drug addiction and substance abuse is constantly increasing and over the past 5 years has more than doubled. According to the data of the mother and child welfare service of the Ministry of Health of Russia, in 1999 the number of 15–17 year old adolescents with the first ever diagnosed drug addiction increased from 40 people per 100,000 adolescents in 1995. up to 77 people, in 1999 the frequency of drug addiction and substance abuse among 15 – 17-year-old adolescents was 86.7 per 100 thousand people, which is 40 times more than among children under 15 years of age.
