Diabetes mellitus (DM) is an endocrine disease characterized by a prolonged increase in blood glucose concentration and caused by absolute or relative insulin deficiency. Chronic hyperglycemia in diabetes is associated with damage, dysfunction, and failure of various organs, especially the eyes, kidneys, nerves, liver, heart, and blood vessels. Over the past 30 years, in terms of the rate of increase in the incidence of diabetes, it has outstripped such infectious diseases as tuberculosis and HIV.

The number of patients with diabetes in the world over these years has more than doubled and has reached more than 415 million people. By 2040, an increase in the number of people with diabetes is projected to 642 million. In the Russian Federation, as in all countries of the world, there is a high growth rate of the incidence of diabetes.
