Introduction In 1946, the WHO Constitution defined health as “a state of complete physical, spiritual and social well-being, and not just the absence of disease and other defects.” In 1977, WHO expanded the definition of health to include the concept of “the social and economic productivity of the individual.” The health of the nation is not only a goal, but also one of the conditions for modern economic growth and security of the country.
The overall mortality rate of the population of the Russian Federation has
increased since 1990 (when it was 11.2 per 1000 people), to 13.31 per 1000 in 2014
