educational level, communication skills, neuropsychic stability, as well as moral and ethical qualities and legal orientations adequate to social norms.
In the concept of the personnel policy of the Ministry of Internal Affairs of Russia, activities to strengthen the spiritual and moral foundations of the service, instilling a
high sense of patriotism, citizenship, observance of the rule of law and ethical standards in the personnel, strict implementation of orders and the Oath is defined as a
priority.
One of the most dangerous forms of delinquent behavior is drug addiction. Such a phenomenon as the spread of drug use in Russia is showing an upward trend. In
the last 10 years alone, the number of annually registered crimes related to drug trafficking has increased 15 times, the number of revealed facts of drug trafficking – 80 times.
