Experience in the practical application of the methodology for identifying persons who use narcotic substances

The threatening increase in the prevalence of drug addiction, especially among people of conscription age, causes justified concern of the federal executive authorities, which provide for military service.

Back in 1999, the Security Council of the Russian Federation adopted a decision “On the drug situation”, which set the task of equipping military commissariats with modern equipment for express diagnostics of the use of narcotic active substances.

To implement this decision, a screening diagnostic technique was developed (Guidelines of the Ministry of Health of the Russian Federation No. 2001/98 of 2001) based on the electropuncture vegetative resonance test (ART) (Guidelines of the Ministry of Health of the Russian Federation No. 99/96 of 2000).

The testing procedure consists in identifying a resonant response to electronic analogues of narcotic active substances. At the same time, each of the substances is represented by homeopathic preparations in 12 dilutions, which makes it possible to roughly determine the terms of drug use (up to 1 year). The total electronic copies of specific substances are combined into the two most common groups: opiates and drugs (20 drugs) and the cannabinoid group (10 drugs).
